The Nova Scotia Securities Commission has reached a settlement with Homburg Invest Inc., which failed to file two news releases and a material change report in a timely matter. Homburg Invest Inc. is a reporting issuer whose principal regulator is the Nova Scotia Securities Commission and, as a reporting issuer in the Netherlands, is also subject to the oversight of the Netherlands Authority for the Financial Markets (AFM). On April 29, 2010, the AFM issued an order against to provide information. Homburg did not comply with the order and failed to file a news release until Sept. 24, 2010, almost six months past the filing deadline. On April 22, 2011, the AFM issued an instruction prohibiting Richard Homburg from acting as director, officer or co-policymaker of Homburg Invest Inc. as well as requiring the company to appoint two officers that reside in the Netherlands. Homburg did not file a news release or Material Change Report about the instruction until May 26 and 30, 2011, respectively, almost one month past the filing deadlines. In both instances, Homburg Invest Inc. waited until the matter was appealed to the District Court of Rotterdam before filing its required disclosures. The failure to meet these disclosure requirements violated section 81(1)(b) of the Nova Scotia Securities Act, Part 7.1 of National Instrument 51-102, were acts contrary to a fair and efficient marketplace and were contrary to the public interest. Under the order and settlement agreement, Homburg Invest Inc. must comply with, and cease contravening, the act. Also, the company must pay administrative penalties of $75,000 and $11,400 in costs of the investigation and proceedings. The Nova Scotia Securities Commission is the provincial government agency responsible for regulating trading in securities within the province. VANCOUVER – There’s an urgent need to improve the treatment of severe alcohol withdrawal because too many patients are being admitted to hospital when they could be managed through outpatient services or by family doctors, says the lead author of a new study.Dr. Evan Wood, executive director of the B.C. Centre on Substance Use, said family doctors and emergency departments could use a simple screening questionnaire to assess and diagnose patients before treatment is recommended.The study published Tuesday in the Journal of the American Medical Association reviewed 530 studies involving more than 71,000 patients.Wood said St. Paul’s Hospital in Vancouver is the only hospital in Canada that uses the questionnaire, called the Prediction of Alcohol Withdrawal Severity Scale, resulting in improved patient care and cost savings to the health-care system.The assessment tool involves a measurement of patients’ blood alcohol level and about 10 questions including whether they have previously experienced episodes of alcohol withdrawal; whether they have had seizures or blackouts and whether they have combined alcohol with any other substance of abuse in the last 90 days.Wood said it’s time doctors were trained to use the simple questionnaire, which could allow patients to be prescribed one of several drugs that work to reduce cravings and binge drinking, an increasing problem around the world.Cognitive behavioural therapy could also be used and is a proven intervention in alcohol addiction, he said.“It should be a source of embarrassment that the system of care is not functioning at a modern level,” he said, adding evidence-based treatment is needed for patients who could otherwise experience life-threatening issues.“That’s the motivation here, to seize the opportunity and finally bring addiction care into the list of things that family doctors know how to diagnose and treat and health authority programs adequately fund. Ultimately that will save a lot of costs and reduce a lot of suffering.”Heavy drinkers who abruptly stop or seriously cut back on how much they consume could, in severe cases, experience symptoms such as delirium tremens, or the DTs, which may include hallucinations and delusions.Three medications are currently approved in Canada to manage withdrawal, said Wood, adding the B.C. Centre on Substance Use is planning to release guidelines later this year for the treatment of alcohol use disorder, with an aim for all divisions of family practice, emergency rooms and health authorities in the province to implement them.“There’s a host of reasons, including the fact that until the opioid crisis, addiction care was an afterthought. We just have not put an emphasis on evidence-based addiction care.”R-Jay Melnichuk, 28, twice sought help for severe alcohol withdrawal, the first time at age 21, when he lived in Calgary.“I’d been drinking for a year straight, almost 26 ounces a day, and the only thing a doctor could tell me was to not stop drinking or ‘I could give you Valium,’ ” he said about his second attempt at getting help, at a walk-in clinic.He ended up detoxing on his own after that experience, but the withdrawal symptoms were harsh.“I was hallucinating, I got the shakes, I couldn’t eat anything or drink anything for four days. It was quite terrifying,” he said of envisioning bats flying at him like darts after his mother drove through the night from Winnipeg to support him.Melnichuk, who moved to Surrey, B.C., in 2014, has advised emergency room doctors at Peace Arch Hospital and Surrey Memorial Hospital on how to recognize signs of alcoholism and severe alcohol withdrawal as part of the outreach he does with his Alcoholics Anonymous group.The effects of alcoholism can go on for years and be so severe that doctors need to be trained to diagnose and treat patients with ongoing care, he said.“It can be a lifelong burden on tons of families,” said Melnichuk, who now runs a transition home for men who have completed a substance use program he also attended on Vancouver Island.Research by the Canadian Institute for Substance Use Research and the Canadian Centre on Substance Use and Addiction says alcohol use costs Canadians an annual $14.6 billion in health care, lost production, criminal justice and other direct costs.The Canadian Centre for Substance Use Research at the University of Victoria released a study last year that said British Columbia has the highest rate of hospitalizations in the country caused by alcohol.— Follow @CamilleBains1 on Twitter. read more
There are too many polar bears in parts of Nunavut and climate change hasn’t yet affected any of them, says a draft management plan from the territorial government that contradicts much of conventional scientific thinking.The proposed plan — which is to go to public hearings in Iqaluit on Tuesday — says that growing bear numbers are increasingly jeopardizing public safety and it’s time Inuit knowledge drove management policy.“Inuit believe there are now so many bears that public safety has become a major concern,” says the document, the result of four years of study and public consultation.“Public safety concerns, combined with the effects of polar bears on other species, suggest that in many Nunavut communities, the polar bear may have exceeded the co-existence threshold.”Polar bears killed two Inuit last summer.The plan leans heavily on Inuit knowledge, which yields population estimates higher than those suggested by western science for almost all of the 13 included bear populations.Scientists say only one population of bears is growing; Inuit say there are nine. Environment Canada says four populations are shrinking; Inuit say none are.The proposed plan downplays one of the scientific community’s main concerns.“Although there is growing scientific evidence linking the impacts of climate change to reduced body condition of bears and projections of population declines, no declines have currently been attributed to climate change,” it says. “(Inuit knowledge) acknowledges that polar bears are exposed to the effects of climate change, but suggests that they are adaptable.”Environment Canada’s response says that’s “not in alignment with scientific evidence.” It cites two studies suggesting the opposite.Andrew Derocher, a University of Alberta polar bear expert, is blunter.“That’s just plain wrong,” he said. “That’s been documented in many places now — not just linked to body condition but reproductive rates and survival.”The government of Nunavut declined an interview request.Its position is strongly supported by the 11 Inuit groups and hunters’ organizations that made submissions.“(Inuit knowledge) has not always been sufficiently incorporated by decision-makers,” says a document submitted by Nunavut Tunngavik Inc., the Inuit land-claim organization. “The disconnect between the sentiment in certain scientific communities and (Inuit knowledge) has been pronounced.”Pond Inlet wants to be able to kill any bear within a kilometre of the community without the animal being considered part of the town’s quota. Rankin Inlet simply wants to lower bear populations.In its submission, the Kitikmeot Regional Wildlife Board expresses frustration with how polar bears are used as an icon in the fight against climate change.“This is very frustrating for Inuit to watch … We do not have resources to touch bases with movie actors, singers and songwriters who often narrate and provide these messages,” it says.“We know what we are doing and western science and modelling has become too dominant.”The management plan doesn’t propose to increase hunting quotas immediately. It contains provisions for increased education and programs on bear safety for hunters and communities.It does say hunting bans would no longer be automatically applied to shrinking populations and that “management objectives … could include managing polar bears for a decrease.”Derocher doesn’t dispute potentially dangerous bear-human encounters are becoming more frequent. But he, and other southern scientists, insist that’s happening as climate change reduces sea ice and drives bears inland.“They will move into communities seeking food. There’s lots of attractants around northern communities.”Places where attacks have occurred are not areas with the highest bear densities, he said.The plan reflects Nunavut’s desire to control its own wildlife resources, Derocher suggested.“They don’t ask for input from southern scientists. The less input from the south is where it seems to be moving.”Derocher said the Inuit’s ability to export polar bear hides — or the ability of their hunter clients to take such items home with them — depends on whether the rest of the world trusts the animals are being well-managed.“If the stated goal is to have fewer polar bears, that may be the tripping point whereby polar bear management in Canada comes under renewed scrutiny.”Canada has fought off two international attempts to ban the trade of polar bear products.The territory’s wildlife management board will take what it hears at the public hearings and include it in a final document, which will go before the Nunavut cabinet for approval. read more

25 February 2008The United Nations Mission in Ethiopia and Eritrea (UNMEE) reports that the regrouping of its peacekeepers and equipment in Asmara continued without restrictions today, as the world body still awaits Eritrea’s cooperation to move its personnel across the border to Ethiopia. UNMEE decided earlier this month to relocate to Ethiopia after Eritrea cut off diesel fuel supplies to the mission, paralyzing its operations on that side of the boundary between the neighbouring East African nations which fought a bloody border war that ended in 2000. To speed up the relocation, the Mission’s personnel and equipment began regrouping last week. So far seven out of 11 team sites in the Temporary Security Zone (TSZ) that divides the two countries have been vacated and four of the 21 military observer posts have been closed. UNMEE notes that the pace of the temporary relocation is contingent on fuel reserves, which are running scarce. This may cause the Mission to leave container housing and storage facilities, along with some equipment, at observer posts, team sites and sector headquarters inside the TSZ in the care of Eritrean authorities. In some locations, private security contractors are already providing protection for some UN materials.Some 547 UN peacekeeping troops and 89 military observers will have relocated to Asmara by the end of today, says the Mission.
